Luisa Altmann and Anna Gerstle, Legislative Council Staff, introduced themselves and discussed two handouts related to Colorado liquor law. These documents can be found online at:http://leg.colorado.gov/publications/overview-colorado-liquor-licensing-law-2016 and http://leg.colorado.gov/publications/senate-bill-16-197-changes-retail-liquor-sales-2016.



Ms. Altmann gave a brief overview of licensing and permitting requirements, including those for on and off premise retail establishments, wholesalers, as well as liquor licensed drugstores.

Ms. Gerstle explained the dual licensing structure between state licenses and local licensing authorities. She also discussed changes to state law related to retail liquor sales following the passage of Senate Bill 16-197.

Patrick Maroney, Liquor Enforcement Division, discussed training efforts by the Division for licensees regarding new requirements of SB16-197 as well as regulatory changes in response to the new law. He responded to questions from the committee.
