Representative Vigil, sponsor, presented Senate Joint Resolution 16-003 concerning public drinking water and wastewater projects that are eligible for certain loans and grants from funds administered by the Colorado Water Resources and Power Development Authority.



The following persons testified on the resolution:

Michael Brod, Executive Director, Colorado Water Resources and Power Development Authority, testified in support of the resolution and described the laws that authorize spending from the Drinking Water Revolving Fund (DWRF) and the Water Pollution Control Revolving Fund (WPCRF). He also distributed a fact sheet on the resolution (Attachment A). The resolution authorizes additions, modifications, and deletions to the water projects eligibility list. The list for the DWRF identifies 305 projects that are eligible for loans (Attachment B) and the list for the WPCRF identifies 377 eligible projects (Attachment C). Mr. Brod also responded to questions from the committee about the types of projects that are eligible to receive WPCRF and DWRF. Mr. Brod stated that the Colorado Water Congress supports the resolution and responded to questions from the committee.
