Representative Singer, prime sponsor, presented Senate Bill 19-091, concerning support of peace officers involved in a use of force incident.  Representative Singer explained the effect of the bill and discussed its need.  Representative Singer responded to committee questions.

Representative Singer continued to respond to committee questions regarding the stakeholder process that resulted in SB 19-091. The following persons testified regarding SB 19-091:

Mr. John Nicoletti, representing himself, testified in support of the bill. Mr. Nicoletti discussed the effects of traumatic events on police.

Chief Paul Pazen, representing the Denver Police Department, testified in support of the bill.

Mr. Tim Lopez, representing himself, testified in support of the bill. He discussed trauma experienced by law enforcement officers.

Mr. Sean Harper, representing the Fraternal Order of Police, testified in support of the bill.

Sergeant Mike Honn, representing the Colorado State Patrol, testified in support of the bill. Discussion ensued regarding the need for a state law to direct local governments to abide by the bill's provisions, and funding issues associated with the bill.
