Dan Gibbs, Director of the Department of
Natural Resources (DNR), presented the department's 2020 performance plan
using a PowerPoint presentation (Attachment C).

Director Gibbs responded to questions from
the committee about DNR search and rescue funding.

Jeff Robbins, Director of the Colorado
Oil and Gas Conservation Commission (COGCC) continued the presentation
with an overview of the COGCC, its budget, and a 2019 rule-making update.
 Director Robbins discussed the new mission of the COGCC, the different
units within the COGCC, and how the COGCC is working towards implementing
the new rules as required by Senate Bill 19 -181.

from the committee about: well permits, the new COGCC objective criteria,
the air monitoring program within the Colorado Department of Public Health
and the Environment (CDPHE), well inspection employees, the COGCC commissioners,
the status of Colorado in the oil and gas industry, the orphan well program,
the number of wells being permitted per month, COGCC stakeholders, financial
assurances, rule-making updates, the CDPHE health impact study, small operators'
ability to follow new rules, combined rule-makings, the progress of the
COGCC, and the scheduling of the air monitoring rule-making.
