Senators Garder and Fields, co-prime sponsors, presented House Concurrent Resolution 24-1002, submitting to the registered electors of the state of Colorado an amendment to the Colorado constitution concerning creating an exception to the right to bail for cases of murder in the firest degree when proof is evident or presumption is great. 

The bill sponsors explained the need to amend the constitution and the relationship to to the previous bill, House Bill 24-1225.
