House Bill 20-1308, concerning clarification under the Colorado Open Meetings
Law regarding communications by electronic mail that do not relate to the
substance of public business. The bill makes changes to language
in the law and clarifies that communication not related to business or
the substance of pending legislation is not subject to Colorado Open Meetings
law. Other communications not subject to the law include the scheduling
of meetings, forwarding emails by elected officials, elected official responses
to queries from individuals who are not members of the state or local public
body, or posing a question for later discussion by the public body.
