Representatives Pugliese and McCluskie, prime sponsors, presented Senate Bill 24-160, concerning records related to complaints of discriminatory workplace practices. Representative Pugliese explained the effect of the bill and discussed its need. Representative McCluskie discussed some satellite measures that will be carried in association with the bill. Christy Chase, Office of Legislative Legal Services, responded to questions regarding laws and rules associated with workplace harassment within the General Assembly, and the ability of the public to access records under the bill through the Colorado Open Records Act. Ben Fitzsimons, Director of the Office of Workplace Relations, responded to questions regarding potentially frivolous or false workplace harassment complaints, and the process for filing complaints. Discussion ensued regarding representation in General Assembly harassment proceedings, and what constitutes "workplace" for the purposes of the harassment policies. Discussion followed regarding record keeping under the harassment policies, and safeguards for victim identity.
