The committee returned to order. Representatives Bacon and Gonzales-Gutierrez, prime sponsors, presented Senate Bill 22-095, concerning improving missing persons investigations. Representative Bacon explained the effect of the bill and discussed its need. Representative Gonzales-Gutierrez provided additional input on the merits of the bill, and explained the effect of amendment L.004 (Attachment A). Representative Gonzales-Gutierrez responded to questions regarding demographic data collected with respect to missing persons. Representatives Bacon and Gonzales-Gutierrez responded to questions regarding a provision in the bill pertaining to time frames for reporting on missing children as compared to adults.

the Colorado Department of Public Safety, testified in support of SB 22-095.
Joel Malecka, representing the Department of Public Safety, addressed questions
raised during earlier discussion. Discussion ensued regarding the time
frame for reporting on missing children. Mr. Schaefer responded to questions
regarding the recision of missing child reports from department databases
when a child is located, and gathering data on missing persons with respect
to gender identity. Mr. Schaefer responded to further questions regarding
the time frame for missing persons reporting with respect to certain vulnerable
populations.
