Representative Gray, prime bill sponsor,
introduced Senate Bill 20-139, concerning authorization for a county to
lend money to a governmental entity created by or located in the county
to provide funding for public infrastructure projects within the county.
The money must be legally available to loan and the repayment term
must be specified in the loan. Interest on the loan must be paid,
equal to or greater than the rate of return on all county financial investments.
Loan proceeds must be used solely for public infrastructure in the
county.
