Representative Baisley, prime bill sponsor, presented House Bill 22-1198, concerning requirements for organizations operating medical expense sharing programs in Colorado. The bill establishes requirements for medical expense sharing programs, provides the Attorney General with oversight and enforcement authority, and exempts medical expense sharing programs from insurance laws and rules. Representative Baisley provided a handout to the committee (Attachment Z). Representative Baisley responded to questions from the committee.

Debra Judy, representing the Division of Insurance in the Department of Regulatory Agencies, testified in opposition to the bill. Ms. Bethany Pray, representing self, testified in opposition to the bill. Ms. Isabel Cruz, representing the Colorado Consumer Health Initiative, testified in opposition to the bill. Mr. Dana Bacon, representing the Leukemia and Lymphoma Society, testified in opposition to the bill. The panelists responded to questions from the committee.
