The bill creates a new program in the Department of Public Health and Environment to regulate toxic air contaminants based on adverse health effects. Toxic air contaminants are defined in the bill as hazardous air pollutants, covered air toxics, and any other air pollutant designated by the Air Quality Control Commission.
