co-prime sponsor, presented House Bill 22-1257, concerning the adoption
of 2022 recommendations of the Colorado criminal juvenile justice commission
regarding sentencing provisions for offenses. Representative Weissman explained
the effect of the bill and discussed its need.  Representative Weissman
responded to questions regarding the impact of the bill on the crime of
theft.  Discussion ensued on this point.  Representative Soper,
co-prime sponsor provided input on the merits of the bill.  Aaron
Carpenter, Legislative Council Staff, responded to questions regarding
public benefit theft.  Discussion followed regarding the crime of
intentionally practicing a regulated profession.  Discussion turned
to a section of the bill concerning factors to be considered when filing
a complaint about probation violations.  Written testimony may be

John Kellner, representing the Eighteenth Judicial District, testified on the bill from an "amend" position. Mr. Kellner responded to questions regarding whether a proposal he made would fit within the subject matter of the bill. Mx. Lucero responded to questions regarding direct-entry midwives. Discussion ensued on this point.

Michael Dougherty, representing the Colorado Commission on Criminal and Juvenile Justice, testified in support of the bill.

Maureen Cain, representing the Colorado Commission on Criminal and Juvenile Justice, testified in support of the bill. Mr. Dougherty discussed provisions in the bill concerning theft of public benefits and illegal possession of firearm.

Janet Drake, representing the Department of Law, testified in support of the bill. Mr. Dougherty responded to questions regarding penalties for illegal possession of firearms, and the stakeholder process in crafting the bill. Discussion ensued regarding the provisions in the bill pertaining to firearms possession, and the potential to address certain crimes on the rise statistically. Ms. Cain responded to questions regarding what constitutes aggravated motor vehicle theft. Mr. Dougherty addressed questions raised during earlier discussion.
