further transfer to the disaster emergency fund for public health and emergency
response expenses associated with the COVID-19 pandemic emergency.
Senator Moreno discussed the controlled maintenance trust fund, emergency
reserves, Federal Emergency Management Agency reimbursements, and the executive
order about the disaster emergency fund. He answered quesions about
legislative and executive authority and the federal reimbursement match.
