Representative Pugliese
and Representative Ortiz, co-prime bill sponsors, presented House Bill
24-1454, concerning a one-year extension of the deadline for public agencies
to comply with digital accessibility standards if the public agency demonstrates
a good faith effort toward compliance. House Bill 21-1110 required state
agencies to implement accessibility plans for their information technology
systems by July 1, 2024, after which they are liable for discrimination
claims. House Bill 24-1454 extends a one-year grace period from liability
if the noncompliant agency creates a progress report demonstrating a good-faith
effort towards meeting accessibility requirements. Reprepresentative Ortiz
provided a handout to the committee (Attachment A). Representative Ortiz
and Representative Pugliese responded to questions from the committee.
