Representatives Soper and Daugherty, prime sponsors, presented Senate Bill 23-095, concerning criminalizing unlawfully pointing a laser device at an aircraft. Representative Daugherty explained the effect of the bill and discussed its need. Representative Soper provided further details on the need for the legislation. Discussion ensued regarding the type of people who are committing the crime covered by the bill.

Director of Flight Operations for the Colorado State Patrol Cameron Campbell, representing Colorado State Patrol, testified in support of the bill.

Mrs. Trimbi Szabo, representing herself, testified in support of the bill. Discussion ensued regarding the number of people prosecuted under federal laws prohibiting the shining of laser pointers at aircraft, and the ability of state and local officials to prosecute such people without state laws. Mr. Sloan responded to questions regarding the penalties contained in SB 23-095, and penalties in similar laws in other states. Discussion followed regarding enforcement of the law, and the connection between felonizing the behavior addressed by the bill and protecting those who fly aircraft. Mr. Sloan responded to questions regarding the use of "knowingly" instead of "intentionally" in the bill.
