A quorum was present. Ms. Kori Donaldson, Legislative Council Staff, briefed the committee on controlled maintenance. Committee members received a packet of slides providing the basis for the presentation (Attachment A). Ms. Donaldson explained what constitutes controlled maintenance, and what facilities are eligible for controlled maintenance. Ms. Donaldson responded to questions regarding cash-funded higher education academic buildings' eligibility for controlled maintenance funding. 08:40:31 AM Ms. Donaldson continued to brief the committee on controlled maintenance, discussing the process by which controlled maintenance projects are prioritized by agencies and the Office of the State Architect (OSA), and the three levels of controlled maintenance need. Discussion ensued regarding funding for controlled maintenance in recent years, including an infusion of funding through Senate Bill 17-267. Ms. Donaldson discussed the FY 2019-20 controlled maintenance request forwarded by OSA, referring to the FY 2019-20 capital budget submission list (Attachment B). 08:54:53 AM Ms. Donaldson discussed the Emergency Fund for Controlled Maintenance, and explained what constitutes capital renewal. She also discussed ongoing capital need. Mr. Bo Pogue, Legislative Council Staff, provided additional input on controlled maintenance. Discussion ensued regarding how master planning and controlled maintenance interact. Ms. Donaldson discussed the forthcoming waiver request from Community College of Aurora.
