The committee was called to order. A quorum was present. Brendan Hanlon, Vice President of University Operations/Chief Financial Officer, Colorado State University, presented an amendment to the university's two-year cash list consisting of four projects. Committee members received a written description of the amendment, prepared by Legislative Council Staff (Attachment A). Mr. Hanlon first provided an overview of the Chiropteran Research Facility project, and then described the Allison Hall Addition and Renovations project. Mr. Hanlon then described the Durward Hall Abatement and Window Replacement project, and finally the Veterinary Teaching Hospital Linear Accelerator Addition project. Mr. Hanlon responded to questions regarding the reduction in scope of the Chiropteran Research Facility project, and federal funding for the project. Mr. Hanlon responded to further questions regarding whether the university will pursue participation in the Higher Education Revenue Bond Intercept Program for any of the cash projects, and displacement of students for renovations to dorms.

The committee discussed the letter to the Joint Budget Committee that serves as a cover letter to the FY 2024-25 prioritization package, and whether to include certain language in the letter.
