The committee was called to order. A quorum was present. Dr. Anthony Frank, Chancellor and President, Colorado State University (CSU) System and CSU; Lynn Johnson, Chief Financial Officer, CSU; and Mike Rush, Architect, CSU, presented three projects to be funded through certificates of participation (COPs) authorized pursuant to House Bill 15-1344: Institute for Biological and Translational Therapies; Health Education Outreach Center; and Equine Veterinary Teaching Hospital. Committee members received summaries of the projects, prepared by Legislative Council Staff (Attachment A). Mr. Rush discussed the details of each project.
