11:43 AM -- Introduction and Opening Remarks



Senator Hill, chair, called the meeting to order. Representative Hamner provided opening remarks about the purpose of the meeting. Several handouts were distributed to the committee (Attachments A-D). Representative Rankin gave his opening remarks about school finance and the school funding formula and the meaning of total program funding. Committee discussion ensued.

11:50 AM -- The Basics of School Finance



Leanne Emm, Associate Commissioner, School Finance and Operations Division, Colorado Department of Education, came to the table. Copies of her power point presentation were distributed to the committee (Attachment E). Ms. Emm discussed total program funding, the breakdown of state versus local share, funded pupil count, and base per pupil funding.

Ms. Emm continued to discuss the Negative Factor and answered questions from the committee members. Committee discussed ensued.

Ms. Emm discussed state versus local share increases, mill levy overrides, categorical program revenue, and federal revenue. Ms. Emm answered questions from the committee.





12:35 PM -- Pertinent Constitutional Provisions: Gallagher, TABOR, Amendment 23



Julie Pelegrin, Office of Legislative Legal Services, came to the table to begin her presentation. Copies of several handouts were distributed to the committee (Attachments F and G). Ms. Pelegrin discussed property taxes, the impacts of the Gallagher Amendment which controls the assessment rate of property in the state, and the effect of the Taxpayers Bill of Rights (TABOR) on school funding. Ms. Pelegrin answered questions from the committee.
