The committee continued the hearing on House Bill 16-1281. The committee heard witness testimony on the bill on March 24 and April 21. The bill modifies the implementation of the state's twice monthly payroll system authorized through House Bill 15-1392. The bill allows the State Personnel Director within the Department of Personnel and Administration (DPA) to determine when to begin paying salaries twice a month, if it is determined that it is necessary to delay until after July 1, 2017, due to the implementation of the Human Resources Information System (HRIS).
12:14 PM -- Ms. Brenda Berlin, Mr. David McCurdy, and Mr. Michael Shea, all representing the Office of Information Technology (OIT) came to the table to address committee questions about the HRIS. Committee members received a copy of OIT's presentation about progress to date on the project (Attachment B). Mr. McCurdy answered committee questions and walked the committee through Attachment B. Ms. Berlin spoke to the project budget.
