Senator Winter, bill sponsor, presented and explained House Bill 23-1178, concerning enhancing court personnel's recognition of domestic violence to access federal funding, and in connection therewith, including the recognition of child abuse.  She discussed adequate safety measures for Colorado youth and court personnel training around domestic violence.

Senator Gonzales, bill sponsor,  presented House Bill 23-1155, concerning the advisement of rights during a custodial investigation.  The bill requires that for a statement made during a custodial interrogation to be admissable against the accused defendant in a criminal proceeding, the accused defendant must be advised of specified rights prior to making the statement. 

Mr James Karbach, representing Office of the Colorado State Public Defender, testified in support of the bill.

Committee members discussed codifying Miranda rights in statutes.
