CPW Property Transaction Proposal - Committee Discussion Only

The committee came
to order.  A quorum was present.  Alice Cosgrove, Director of
Legislative Affairs, Department of Natural Resources, and Tyler Sewald,
Park Manager, Jackson Lake State Park, Colorado Parks and Wildlife (CPW),
presented a proposal to acquire a concession at the park.  Committee
members received a written description of the project, assembled by Legislative
Council Staff (Attachment A).  Discussion ensued regarding whether
the concession will continue to operate under CPW ownership and the disposition
of the parking lot under the transaction.  Mr. Tyler responded to
questions regarding the purchase price of the property, the property's
appraised value, and the park's season.

Senator Sonnenberg explained his vote on the property transaction proposal.

Discussion returned
to the purchase price for concession.  Discussion turned to the state
competing with private enterprise in the concession business.  Ms.
Cosgrove responded to questions regarding other concessions operated by
CPW.

Discussion ensued regarding the operating balance sheet for the Shoreline Marina concession, and the proposed arrangement for staffing the concession by CPW.

Motion Recommend support for the acquisition of the personal property and improvements owned by Shoreline Marina at Jackson Lake State Park ($175,500 CF).
