After January 1, 2023, this bill requires secure transportation services to be licensed by a county's board of commissioners in order to provide urgent transportation to an emergency medical services facility, a mental health treatment facility, an approved alcohol and substance abuse treatment center, or a walk-in crisis center for individuals experiencing a behavioral health crisis. The State Board of Health in the Colorado Department of Public Health and Environment must promulgate rules establishing minimum requirements for the licensing of secure transportation services. If an entity meets these requirements, the entity may apply to the local board of county commissioners to get a license. Licenses, permits, and renewals all require a fee to cover the direct and indirect costs of issuing the licenses. If approved, the board of commissioners must issue a license to the applying entity, which is valid for three years, and a permit for each vehicle, which is valid for twelve months,. Licenses or permits cannot be sold, reassigned, or transferred. Secure transportation services are not subject to the state's motor carrier regulations. 01:36:01 PM Representative Larson, bill sponsor, gave opening comments on the bill. 01:36:19 PM Bill sponsors responded to questions from committee members on the bill. 01:36:54 PM Aaron Carpenter, fiscal analyst, Legislative Council Staff, responded to questions from committee members. 01:45:23 PM Mrs. Lauren Snyder, representing Mental Health Colorado, testified in support of the bill. 01:50:18 PM Commissioner Tamara Pogue, representing Colorado Counties Inc., testified in support of the bill. 01:54:55 PM Officer Eric Wood, representing Colorado Fraternal Order of Police, testified in support of the bill. 01:57:07 PM Daniel Darting, representing Signal Behavioral Health Network, testified in support of the bill. 01:58:13 PM Committee members asked questions of the previous witnesses. 02:01:39 PM Mrs. Amanda Cain, representing herself, testified in support of the bill. 02:05:33 PM Dr. Robin Johnson, representing Gazette Charities and Anschutz Foundation, testified in support of the bill. 02:09:04 PM Ms. Valerie Schlecht, representing Colorado Cross-Disability Coalition, testified in support of the bill. 02:13:43 PM Ms. Sandra Sharp, representing Mental Health Colorado, testified in support of the bill. 02:15:49 PM Mr. Chris Howes, representing EMS Association of CO, testified to amend the bill. 02:23:07 PM Representative Larson spoke about amendment L.001 (Attachment A). 02:24:27 PM Motion Adopt amendment L.001 (Attachment A) Moved Larson Seconded Pelton Bradfield Cutter Gonzales-Gutierrez Holtorf Jodeh Larson Ortiz Pelton Ricks Woog Young Sirota Michaelson Jenet YES: 0 NO: 0 EXC: 0 ABS: 0 FINAL ACTION: Pass Without Objection 02:24:43 PM Representative Larson presented and spoke about L.003 (Attachment B). 02:25:38 PM Motion Adopt amendment L.003 (Attachment B) Moved Larson Seconded Gonzales-Gutierrez Bradfield Cutter Gonzales-Gutierrez Holtorf Jodeh Larson Ortiz Pelton Ricks Woog Young Sirota Michaelson Jenet YES: 0 NO: 0 EXC: 0 ABS: 0 FINAL ACTION: Pass Without Objection 02:26:45 PM Motion Adopt amendment L.004 (Attachment C) Moved Larson Seconded Pelton Bradfield Cutter Gonzales-Gutierrez Holtorf Jodeh Larson Ortiz Pelton Ricks Woog Young Sirota Michaelson Jenet YES: 0 NO: 0 EXC: 0 ABS: 0 FINAL ACTION: Pass Without Objection 02:26:46 PM Representative Larson and Representative McCluskie gave closing remarks on the bill. 02:27:37 PM Committee members gave final comments on the bill. 02:28:55 PM Motion Refer House Bill 21-1085, as amended, to the Committee on Appropriations.
