Representative Lee, chair, welcomed the committee and introduced the speaker. Representative Hamner thanked the National Conference of State Legislatures for providing refreshments for committee members and asked committee members to write their questions on index cards that have been provided. She spoke about the next meeting and the need to apply what was learned from the current and previous guest speakers to the current school funding situation in Colorado. She welcomed the Commissioner of Education, Richard Crandall, and invited the presenter, Dr. Andrew Reschovsky, Professor Emeritus of Public Affairs and Applied Economics at the University of Wisconsin, to begin his remarks. Dr. Reschovsky's presentation was distributed to the committee members (Attachment A).

Dr. Reschovsky spoke about school funding in Colorado and how it relates to funding systems across the country. He drew comparisons about Colorado's property taxes to the rest of the United States and to neighboring states. He discussed the relationship of state aid to local property tax, local revenues, and local share of school funding. He spoke about mill levy overrides and how they are applied throughout Colorado, and about how mill levy overrides operate in other states.
