This bill requires waiver requests for information technology (IT) capital requests to be presented to the Joint Technology Committee (JTC) instead of to the Capital Development Committee (CDC). Waivers are required when capital funds cannot be encumbered within six months after they are appropriated.

The committee reconvened.
Representative Moreno, sponsor, presented House Bill 16-1077 to the committee. The bill recreates the eight-member statutory revision committee in the Legislative Department and establishes guidelines for committee selection, composition, and procedures. The committee will:
• examine current statutes and judicial decisions for defects and antiquities;
• consider proposed changes to law recommended by the American Law Association and other law associations;
• consider suggestions from justices, judges, legislators, public officials, lawyers, and the public;
• recommend legislation, exempt from the individual five-bill limit, as necessary to modify antiquated, redundant, or contradictory laws; and
• report findings and recommendations from time to time to the Committee on Legal Services and no later than January 15 of each year to the legislature.
