President Garcia and Senator Rodriguez,
co-prime sponsors, introduced SB20-030, concerning increased consumer protections
for customers of investor-owned utilities. The bill directs the Public
Utilities Commission (PUC) to require information from regulated
public utilities, including the number of utility customers exempted from
tiered rates due to medical conditions, and disconnections and delinquencies.
The bill directs the PUC to create rules surronding disconnection due to
non-payment and reporting of consumer positive payment history. The
bill requires an opt-in from customers if utilities use new non-standard
rates. The President explained the provided Amendments, L.002 and
L.004 (Attachments A and B).

Senate Bill 20-115, concerning the registration of surplus military vehicles
as farm vehicles. The bill allows a farmer or rancher to register
a surplus military vehicle if the vehicle meets the same requirements as
a truck or truck tractor. A truck or truck tractor may be registered
as a farm vehicle if the vehicle is owned by a farmer or rancher and is
only commercially used to transport to market or transport raw agricultural
products produced or livestock raised by the farmer or rancher. The
vehicle may also be used to transport livestock or commodities purchased
by the farmer or rancher for personal use if used in the farming or ranching
operations. Senator Crowder provided a handout (Attachment D).

specialized purposes under the "Uniform Motor Vehicle Law." The
bill clarifies that military vehicles may be used on the roads in the same
