Senator Donovan and Senator Priola, co-prime sponsors, presented House Bill 20-1017. The bill makes several changes to state laws concerning substance use disorder treatment in the criminal justice system.

Senator Story, sponsor, presented House Bill 20-1053 to the committee.  The bill makes changes to state law related to early childcare educator workforce, mental health consultants, and quality improvement programs.

Senator Priola and Senator Winter, co-prime sponsors, presented House Bill 20-1085 to the committee. The bill makes several changes to state law concerning the prevention of opioid and other substance use disorders.

Senator Sonnenberg, co-prime sponsor, presented House Bill 20-1403. The bill appropriates funds from the Colorado Water Conservation Board Construction Fund in the Department of Natural Resources for specified water-related projects in FY 2020-21, and makes transfers between water-related cash funds. Senator Sonnenberg also presented amendment L.002 (Attachment B).

Senator Story and Senator Zenzinger, co-prime sponsors, presented House Bill 20-1407. The bill temporarily allows institutions of higher education to forego a national assessment test score as an eligibility criterion of admission standards for first-time resident freshman students.

Senator Story and Senator Zenzinger, co-prime sponsors, presented House Bill 20-1412. The bill allocates $10.0 million of CARES Act funding to the Colorado Energy Office to provide direct utility bill payment assistance to households facing economic hardship due to the COVID-19 pandemic through its nonprofit partner, Energy Outreach Colorado.

Senator Story discussed amendment L.004 (Attachment E). The sponsors decided to save the amendment for the Appropriations Committee.

Senator Fields, co-prime sponsor, presented House Bill 20-1409. The bill clarifies the definition of penal institution for purposes of health inspections, allows additional inspections of state penal institutions, and requires an inspection and report of facilities that house or detain noncitizens by the Colorado Department of Public Health and Environment by January 1, 2021.

Senator Priola, co-prime sponsor, presented House Bill 20-1065.  This bill requires health insurers to reimburse hospitals for prescribing opiate antagonists to covered individuals; creates immunity for individuals who administer an expired antagonist; allows pharmacists to sell non-prescribed clean syringes or needles to individuals without a prescription; and allows nonprofits or health facilities to operate clean syringe programs.

Senator Fields, co-prime sponsor, presented House Bill 20-1411.  The bill allocates CARES Act funding to behavioral health programs in the Departments of Human Services, Public Health and Environment, Higher Education, and Law.

Senator Zenzinger and Senator Gonzales, co-prime sponsors, presented House Bill 20-1410. The bill directs $20 million of funds received from the federal CARES Act to provide assistance to individuals whose housing is impacted by the COVID-19 pandemic.
