Bill Zepernick and Jessika Shipley, representing Legislative Council Staff, gave a short presentation on fiscal notes and research notes. Ms. Shipley answered questions from the committee.

Senator Sonnenberg presented Senate Bill 16-020 to the committee and responded to questions. The bill clarifies the timing of depreciation equivalent payments that will be made pursuant to Senate Bill 15-211. The bill also clarifies the role of the Department of Higher Education in coordinating reporting equivalent payment calculations from institutions of higher education of depreciation.

Senators Newell and Martinez Humenik presented Senate Bill 16-039, along with an amendment (Attachment A), to the committee. The bill adds mental health professionals to the list of persons that must be included in any memorandum of understanding entered into between county departments of human or social services and other local-level service providers. Both senators responded to questions from the committee.
