Richard Murray, Access to Justice Commission Chair, and Elisa Overall, Executive Director, presented about their organization's mission to ensure equal access to the civil justice system for Coloradans.  They highlighted civil case numbers, barriers, solutions, and other policy recommendations.

Committee members asked questions about fee filings and waivers. Further questions were raised about the use of paralegals in civil cases and related qualifications.

Attorney General Phil Weiser provided a background of the Department of Law.   He discussed the Attorney General's authority for enforcement of consumer protection and antitrust laws, prosecution of criminal appeals and some white collar crimes, training and certification of peace officers, and most environmental and natural resources matters. 

Additionally, Attorney General Weiser explained that his office works concurrently with Colorado’s 22 district attorneys and other local, state and federal law enforcement authorities to carry out the criminal justice responsibilities and activities of the office. Furthermore, the Attorney General is also the chief legal counsel and advisor to the executive branch of state government including the governor, all of the departments of state government, and to the many state agencies, boards, and commissions.

Committee members asked questions about peace officer wellness and retention, followed by de-escalation trainings and related data.  Committee members also inquired about tenant rights and landlord responsibilities.

Committee members asked questions about the budget.  Committee discussion ensued about prosecuting federal crimes and other jurisdictional issues.

Committee members raised concerns about laws that are not followed and enforcement mechanisms in response.  Additional questions were asked about consumer protection and artificial intelligence.  Conversation ensued about stalking, followed by questions about consumer protection laws, including noncompete clauses.

Chris Henderson, Executive Director, and Ashley Chase, Staff Atorney and Legislative Liaison, discussed the duties and responsibilities of the Office of the Child's Representative.  They highlighted case types, goals, compensation, and training expenses. 

Committee members asked questions about COVID relief dollars and other funds.  Other inquiries were made about truancy cases.  Conversation followed about contract attorneys and student loan forgiveness.
