Senator Newell and Senator Kefalas, co-prime sponsors, presented House Bill 16-1033, concerning the Colorado Human Trafficking Council (the council). Senator Newell provided a history of the council and her reasons for sponsoring the bill. Senator Kefalas discussed the council and his reasons for supporting the bill. Senator Kefalas and Senator Newell responded to a question regarding the appointment of members to the council.

Ms. Jeanne Smith, representing the Division of Criminal Justice within the Department of Public Safety, testified in support of the bill. Ms. Smith explained the reasons that a bill is necessary to reimburse members of the council for expenses. She also commented on the interest of the agriculture community in the council's work.
