and Michaelson Jenet, primary bill sponsors, presented Senate Bill 24-125
which revises and expands the existing Interstate Compact for the Placement
of Children to align practice standards and compliance across states. This
new version of the compact takes effect if it is enacted by 35 states.
Specifically, the bill outlines the operating procedures for ensuring children
are placed in suitable homes in a timely manner, the coordination of this
compact with other existing compacts, and the legal jurisdiction for children
in placements. The bill also creates an Interstate Commission, consisting
of one member from each state in the compact that will develop rules, develop
a dispute resolution process, enforce compliance among states, specify
data to be collected and shared, and develop guidelines for cases involving
Indian children in accordance with Federal Law. The Commission may collect
a fee from member states to cover expenses of the Commission.

Jenet, primary bill sponsor, presented House Bill 24-1086 which places
requirements on the Department of Health Care Policy and Financing’s (HCPF)
contract with Denver Health and Hospital Authority (Denver Health) for
physical health services including, requiring HCPF to continue contracting
with Denver Health until June 30, 2032, as long as Denver Health meets
HCPF’s criteria; prohibiting Denver Health from reimbursing contracted
Medicaid providers more than the Medicaid fee-for-service rates, not including
any quality incentive payments; and authorizing HCPF to continually distribute
funds appropriated for payment to Denver Health.

and Michaelson Jenet, primary bill sponsors, presented Senate Bill 24-077
for action only. Beginning January 1, 2025, the bill requires manufacturers
of prescription drugs that are available in the state to register and pay
a fee to the Division of Insurance in theDepartment of Regulatory Agencies.
It also requires that copayment assistance programs for prescription drugs
offered by manufacturers be available to the covered person in the plan
for either the entire plan year or calendar year, whichever the deductible
and out-of-pocket calculation applies to.

on Wednesday, February 21.
