Analyst, Joint Budget Committee Staff; Tara Kiene, Chief Executive Officer,
Community Connections Inc.; and Randy Brodersen, Executive Director, North
Metro Community Services joined to the committee to present on the Waitlist
for Persons with Intellectual and Developmental Disabilities (IDD).



Ms. Silva discussed HCPF's efforts to reach the end of the IDD waitlist.
Ms. Kiene presented on the challenges facing providers that serve the IDD
waitlist. Mr. Brodersen concluded with recommendations for improving the
waitlist.

Health Initiatives and Coverage Office Director, HCPF; and Bettina Schneider,
Chief Financial Officer, HCPF presented on the Department of Health Care
Policy and Financing.



Dr. Bimestefer discussed the implications of the end of the public health
emergency for Colorado, efforts to manage Medicaid costs, reduce prescription
drug costs, and reach the department's Wildly Important Goals (WIGs).



Ms. Schneider provided an overview of HCPF's budget requests.



Ms. Flores-Brennan discussed the department's emerging legislative agenda.



Ms. Bates covered the department's reproductive health care program, changes
to Medicaid for wheelchair repairs, and costs for mental health reimbursement.



Ms. Reiter discussed how the department plans on addressing the results
of the department's most recent audits.



Ms. Silva presented on stimulus funding implementation.

Continuum Statute. Mr. Jacobson discussed the Criteria for Placement of
Juvenile Offenders Working Group recommendations.

Director, DEC; Stephanie Beasley, Deputy Executive Director, DEC; Mary
Alice Cohen, Chief Program Officer, DEC; Jeanni Stefanik, Chief Financial
Officer, DEC; Dawn Odean, Universal Preschool Director, DEC presented on
the Colorado Department of Early Childhood.



Dr. Roy provided the committee with an overview of DEC's values, mission,
and strategies. Additionally, Dr. Roy outlined the Department's legislative
agenda.



Ms. Odean provided the committee with the successes and intended improvements
for the Universal Preschool Director.



Ms. Cohen provided the committee with how the Department has been upholding
its WIGs and and grant opportunities. Ms. Cohen also provided an overview
of the Department's CCCAP program. Ms. Cohen also provided a review of
the Department's stimulus funding implementation.




Stefanik provided
the committee with an overview of the Department's budget request.

ECLC presented on the Early Childhood Leadership Commission.



Ms. Heyl presented an outline of the organizations structure, history,
principles, and purpose.



Ms. Wilson provided the committee with the organizations successes and
10-year strategic plan.

Director of Financial Services and Chief Financial Officer, DHS; Kelly
Causey, Deputy Commissioner of Engagement, Behavior Health Administration,
DHS; Stephen Peng, Chief Financial officer, Behavior health Administration,
DHS.



Ms. Morrison provided the committee with an overview of the Department's
purpose, organizational structure, and existing programs. Ms. Morrison
also outlined the Department's WIGs.



Mr. May outlined the WIGs specific to his department. Mr. Perry also spoke
on the staffing shortages the Department has experienced.



Ms. Castillo outlined the WIGs specific to her department. Ms. Castillo
also touched on bills that came out of the child welfare interim committee.



Ms. Beisel provided the committee with information regrading the Department's
stimulus spending, budget request, and legislative agenda.



Mr. Almedia provided additional information to the committee regarding
the Department's budget request. A copy of the presentation and additional
materials were provided to the committee (Attachments L-O).
