office's review process.



Kate Shiroff, Audit Manger, Office of the State Auditor continued the presentation
and discussed the the recommendations made to HCPF.

Office of the Child Protection Ombudsman Presentation - Committee Discussion Only

Colorado Child Protection Ombudsman, Office of the Child Protection Ombudsman
and Jordan Steffen, Deputy Ombudsman, Office of the Child Protection Ombudsman
presented to the committee on the role of the Office of the Child Protection
Ombudsman.




Ms. Villafuerte
discussed the office's work with Colorado's Child Welfare System Interim
Study Committee. The office has focused on building relationships with
current and former foster youth.

Director of External affairs and Policy, Connect for Health Colorado, and
Kevin Patterson, Chief Executive Officer, Connect for Health Colorado,
presented to the committee on the goals and function of Connect for Health
Colorado. Mr. Patterson discussed the enrollment assistance their program
offers. He also reviewed Connect for Health Colorado's outreach goals and
initiatives.

Department of Local Affairs (DOLA) Supportive Housing Program Report Presentation - Committee Discussion Only

Ms. Kristin Toombs,
Director of the Office of Homeless Initiatives, DOLA, presented to the
committee on DOLA's Division of Housing. Ms. Toombs discussed the rising
costs associated with the program due to the rising cost of housing. She
also reviewed the Rapid Re-Housing program's efforts to provide housing
to youth aged 18-24 who are homeless or would become homeless.

Department of Regulatory Agencies (DORA), Division of Insurance (DOI), Mental Health Parity and Addiction Equity Act Presentation -

Mike Conway, Commissioner
of Insurance, DOI, DORA and Ms. Cara Cheevers, Behavioral Health Program
Director, DOI, DORA presented on their work to provide mental health parity.
Ms. Cheevers explained what mental health parity is, reviewed DORA's enforcement
of HB19-1269, and provided an overview of the experience providers face
when dealing with insurance.

SMART Government Act Briefing for the Colorado Department of Public Health and Environment (CDPHE) - Committee Discussion Only

Jill Hunsaker Ryan,
Executive Director, CDPHE; Dr. Ned Calonge, Chief Medical Officer, CDPHE;
Scott Bookman, Senior Director of Public Health Readiness and Response,
CDPHE; and Erick Scheminske, Chief Operating Officer, CDPHE, presented
to the committee.




Dr. Calonge discussed
the savings to Coloradans due to prevention services.

Mr. Bookman discussed the departments efforts to reduce incidences of Syphilis
in Colorado.




Ms. Hunsaker Ryan
provided an update on the Office of Gun Violence Prevention, including
grants provided to community-based gun violence prevention initiatives,
a statewide campaign to raise awareness, and the department's legislative
agenda. Ms. Hunsaker Ryan discussed the departments intent to maintain
and grow water permit programs, health care licensure programs and environmental
justice programs. Ms. Hunsaker Ryan provided an agency budget request breakdown.




Dr. Calonge continued
the budget request breakdown, specifically the request regarding quality
congregate care.




Ms. Hunsaker Ryan
reviewed the department's efforts around diversity, equity, and inclusion.




Mr. Scheminske
reviewed how the department is using federal stimulus funds.
