Senator Marble, bill sponsor, presented House Bill 18-1302.  The bill clarifies that the State Board of Health may waive specific certification requirements for toxicology labs that are accredited using nationally or internationally recognized forensic standards.

Clint Thomason, Colorado Department of Public Safety, testified in support of the bill.

Senators Kefalas and Smallwood, co-prime sponsors, presented House Bill 18-1346.  The bill requires the Colorado Commission on Criminal and Juvenile Justice to study institutional child abuse and expands the definition of institutional abuse to include abuse against youths who are between the age of 18 and 21 and are cared for in a facility.

Reggie Bicha, Executive Director, Department of Human Services, testified in support of the bill.

Mr. Bicha responded to questions.
