Senator Roberts, bill sponsor, presented Senate Bill 16-120. She discussed provider fraud within Medicaid. She explained that many Medicaid clients would like to see a list of services that are billed to Medicaid in their name. The bill requires the Department of Health Care Policy and Financing (HCPF) to provide explanation of benefits (EOB) statements to Medicaid clients beginning July 1, 2017. The EOB statements must be distributed at least every two months and the department may determine the most cost effective means of sending out the statements, including e-mail or web-based distribution, with mailed copies sent by request only. The bill specifies the information to be included in the EOB statements, including the name of the client receiving services, the name of the service providers, a description of the service provided, the billing code for the service, and the date of the service. Senator Roberts responded to questions from the committee.
