Senator Crowder, bill sponsor, presented Senate Bill 16-094. He explained that the bill increases flexibility for multi-county public health districts with a combined population of 4,000 or fewer residents by allowing them, with the consent of all counties in the district, to: select the county whose treasurer will serve as the treasurer for the district; and apportion costs among the counties based on an agreement between the counties, rather than strictly by population.
