Jennifer Gilroy, Revisor of Statutes, Office of Legislative Legal Services, testified before the Committee. Ms. Gilroy gave an overview of the RFP process for the C.R.S. publications contract and reviewed 2021 publications work that was just completed by the Office.

Senator Lee and Ms. Gilroy discussed the publications work and how many bills took effect from the 2021 session.

Motion I move that the Committee on Legal Services meet in executive session in accordance with section 24-6-402 (3)(a)(II) and (3)(a) (III) for the purpose of receiving legal advice on specific legal questions related to the RFP process, discussing matters pertaining to the RFPs that are required to be kept confidential, and discussing confidential commercial and financial data.

Committee discussion and selection of contractor - LexisNexis proposal chosen

Senator Gardner discussed the merits of each proposal and thanked Blue360˚ Media and LexisNexis for their submitted proposals and their presentations and also thanked Office staff for their work on the RFP process. Senator Lee echoed his thanks.

Representative Weissman also thanked Blue360˚ Media and LexisNexis for their proposals and stated his reasoning on why the Committee should select LexisNexis for the publications contract.

Motion I move that we direct staff to commence contract negotiations with the LexisNexis company to publish the C.R.S. and other publications, including but not limited to our session laws, pursuant to the RFP that was put out, to begin when the current contract ends, January 1, 2023, and to run for 5 years, and that once that contract is finalized that it be brought back to this Committee for review and final approval.

Discussion of agenda for next meeting, October 13, 2021, and scheduling meetings for November and December - Committee Discussion Only

Julie Pelegrin, Deputy Director, Office of Legislative Legal Services, testified before the Committee. Ms. Pelegrin suggested that the Committee may want to cancel its scheduled October meeting due to lack of agenda items and work on scheduling meetings for November and December. The Committee agreed.
