Luisa Altmann with the Legislative Council Staff gave an overview of the roles off the Joint Technology Committee, the budget process, and the upcoming committee meetings.

Representative-elect Weinberg nominated himself as vice chair and then rescinded his nomination.

Lauren Larson and Megan Davisson, Office of State Planning and Budgeting, started their presentation with an overview of the FY 2023-24 IT Capital Budget Requests. The committee asked questions about tech debt, cash funds, and appropriations.

Teresa Kostenbauer, Lauren Gilliland, and Kennedy Evans from the Colorado Department of Higher Education (CDHE) gave an overview of the higher education budget requests for FY 2023-24. Ms. Evans gave an overview of the funding amount, prioritization, and procedure CDHE used for their final prioritized list. The committee asked questions about the School of Mines and Metropolitan State University Denver project.

Luisa Altmann, Legislative Council staff, gave a brief review of the projects requested for funding for FY 2023-24. She gave an overview of the budget documents the committee received. Ms. Altmann answered questions about capital construction funds, the funding process, the procedure of project funding updates, and how much funding the JTC can recommend.

Madison Murphy and Daniel Chase, Colorado Department of Labor and Employment (CDLE), gave an overview of their recently funded projects as well as the two budget requests for FY 2023-24. Ms. Altmann gave an overview of Metropolitan State University (MSU) Denver and Colorado School of Mines (Mines) requests as they were submitted and the collaborative request being submitted.

Nick Pisentis, MSU Denver, and Andrew Moore, Mines, gave a more in depth overview of the collaborative request. The institutions explained that Mines has separate needs from MSU Denver and Mines would like to pause requesting funding to better address their needs. The committee asked questions about both institutions' current project status and about accessibility on the new platforms. Additionally, the committee asked for more information about how the request has changed since the institutions decided to not collaborate. Mr. Moore gave more information on why Mines decided to pause their funding request.

Kristin Weissinger and Tricia Dunham, Department of Human Services (DHS), gave an overview of the Information Management Systems and Data Reporting project. The committee asked questions regarding the consent decree. Additionally, the committee asked about budget cost increases and a breakdown of the cost information and consistency of the department and their applications and working with other agencies.

Brad Baca, Matt McGlamery, and Chad Robinson, Fort Lewis College (FLC) and Western Colorado University (Western), gave an overview of the Next Generation WiFi project. The presentation included information on issues the institutions are facing, WiFi 6, implementation, and improvements the project would provide.

The committee asked questions about how critical the project is, infrastructure, the number of outages and impact of daily operations, and compatibility. Additionally, the committee asked questions about the project research, WiFi at other colleges, and previous funding.

The committee recessed for lunch.

Joe Garcia, Colorado Community College System, gave an overview of the system and its impact, funding received, and ways the system can improve. Dr. Mordecai Brownlee, John Bottelberghe, and Robert Vasquez, Community College of Aurora (CCA), gave an overview of the college's Improving Server Room project. Dr. Marielena DeSanctis and Kathryn Kaoudis, Community College of Denver (CCD), gave an overview of their Classroom and Conference Room Technology. Dr. Colleen Simpson and David Johnson, Front Range Community College (FRCC), gave an overview of the Network and IT Security Upgrade project. The committee asked questions regarding the three campuses and generators, power outage frequencies, infrastructure, and natural gas backup power. Mr. Garcia explained that the Colorado Community College System recommended CCD as the top priority.

The committee asked questions regarding their student information systems and other lessons learned from other universities.

Scott McKimmy, Department of Corrections (DOC), gave an overview of the two budget requests from DOC.
