FY 2022-23 Dept. of State R-03 Operating Budget Request: Money-in-Politics Disclosure System - Committee Discussion Only

John Magnino, Director
of Government and Public Affairs, Stephen Bouey, Campaign Finance and Lobby
Program Manager, and Trevor Timmons, Chief Information Officer, presented
on behalf of the Department of State in regard to FY2022-23 R-03 operating
budget request. The presentation can be found here:

Mr. Bouey gave an
overview of the department's request.  Mr. Magnino then continued
with the overview of the department's request, and what it entails.

Mr. Bouey provided the committee with an explanation of why the department believes the request is necessary. Mr. Magnino then continued to explain the goals of the new system that would be created if the request is approved.

Mr. Timmons explained to the committee what the existing gaps in the current systems are, and how the new system could fill those gaps. Mr. Magnino then went on to explain what the next steps for the department's system will look like, pending the approval of the budget request.

Members of the committee asked the presenters about how these new systems would interact with cloud technology. Members also inquired about how this request will impact the 2024 election cycle, and if there is a "plan b" if this new system is not set up and implemented in time.

inquired about the accessibility of the new system, and how user-friendly
it will be.  Members also inquired about who the user test group for
the new system will be.  Members also specified that they would like
to see the user test group consist of members of the public, in an effort
to assess the accessibility and ease of use of the new system.  Mr.
Timmons went on to explain the testing process. The committee requested
information on the cost for additional user testing.

Members of the committee inquired about improving the donation uploading process under the new system. Members also expressed a desire for a more frequent reporting system, as opposed to the current quarterly reporting.

Cary Kennedy, Senior Fiscal Advisor to the Governor, Charles Schiebe, Treasury
Chief Financial Officer, and Andrea Day, OIT Director of IT for the Governor's
Office, presented on the Department of Treasury's R-03 and S-03 operating
budget requests.  The presentation can be found here:

Treasurer Young began
the department's presentation, including the mission and vision of the
Treasury.  Treasurer Young then went on to give an overview of the
FY2021-22 S-03 Supplemental Budget Request: Deferred Property Tax Expansion.

Ms. Kennedy provided an overview of SB21-293 and explained the impact it has on the S-03 request.

why the department has submitted this request as a supplemental request.

Members of the committee inquired about the department's collaboration with the Office of Information Technology (OIT). Ms. Kennedy explained that OIT has been involved, and will continue to be involved, with the implementation of the department's program.

Members of the committee asked about what specific contributions/consulting OIT provided the department with pertaining to this request. Ms. Kennedy explained that OIT has provided input regarding the centralization of the system, and what technology upgrades are necessary to achieve that goal.

Treasurer Young gave
an overview of the department's R-03 budget request.  Mr. Schiebe
then proceeded to explain the breakdown of what the request is going to
be used for, and why it is necessary according to the department.  Mr.
Schiebe then went over the department's responses to the staff questions
that were submitted.

the process by which the department's investment officers monitor the state's
cash flow.

FY 2022-23 Dept. of Public Safety Operating Budget Requests: R-11 Entire State Cybersecurity Approach Program and R-12 CCIB System Maintenance - Committee Discussion Only

Representatives from
the Department of Public Safety, presented regarding the 2022-23 R-11 and
R-12 operating budget requests.  Katie Ruske, Office of Community
Corrections Manager, Kevin Klein, Director, Division of Homeland Security
and Emergency Management, and Joe Thome, Director, Division of Criminal
Justice.

Ms. Ruske provided the committee with an overview of the requests. Ms. Ruske explained that the current system is almost 15 years old, and according to the department, needs updating.

Representatives explained that OIT has been involved in the project.

Members of the committee inquired about the costs associated with vendor-hosted servers for the project. Members also asked about why the department would not use a neutral, non-vendor server host. Members expressed concerns about having a vendor-hosted server, as the vendor may potentially increase costs.

with an overview of the department's R-11 request.

FY 2022-23 Dept. of Revenue R-01 Operating Budget Request: DRIVES System Support - Recommend that the JBC fund R-01 Operating Budget Request

the Department of Revenue presented on their budget request (FY 2022-23
R-01). Mark Ferrandino, Executive Director of Department of Revenue, provided

Michael Arrington, Senior Director, Innovation, Strategy, Delivery, provided the committee with a more in-depth explanation of what the department is planning on using the requested funds for.

would change under the system upgrade (DRIVES).

Members of the committee inquired about the approximate number of hours dedicated to legislative requests. Specifically, members asked about creating a more flexible process for license plates.

Brendon Reese, Senior Director, Taxation, presented the committee with an update on the GenTax system. Director Reese explained that the system has been upgraded to the most recent version, which has brought with it improved user experience and accessibility. Director Reese also spoke about the increase in tax-related legislation that has occurred over the past few years.

Director Reese provided the committee with an update on the Sales and Use Tax System (SUTS). Director Reese spoke about the increased use of the SUTS system across the state.

asked about why the city of Aurora has yet to be included in the GenTax
system.  Director Reese explained that the city is implementing a
custom integrationg with the system, which accounts for the delay.

commented on the importance of the ease and accessibility of the SUTS system,
and inquired about whether more types of taxes will be included into the
system.

Director Ferrandino provided the committee with an update on the State Marijuana Inventory Tracking System (METRC). Director Ferrandino also provided the committee with an update on MyLicenseOne Online Services (ML1 OS).
