Office of the State Auditor (OSA), discussed the OSA 2019 annual report.

on the Public Safety Radio Communications System Performance Audit (Attachment
C).

Ms. Page summarized the audit recommendations
and stated that OSA identified that the Governor's Office of Information
Technology (OIT) is regulating Colorado's Digital Trunked Radio System
(DTRS) appropriately.

Cindi Radke, IT Audit Manager at OSA, presented
on the audit recommendations that were not fully implemented by OIT as
of June 30, 2019.

Ms. Radke identified that most of the high priority recommendations that
have not been fully implemented by OIT relate to GenTax, CPPS, and the
CUBS/CATS systems.



Ms. Radke and Mr. Devlin responded to questions from the committee.



The committee requested an updated status for the audit recommendations
from OIT.



Colorado Benefits Management System (CBMS) Update - Committee Discussion Only

Herb Wilson, Director of Health Information
Services at OIT, Ki'i Powell, Director of Economic Security at the Department
of Human Services (CDHS), and Marivel Klueckman, Director of Eligibility
Division at the Department of Health Care Policy and Financing (HCPF) provided
an update on the Colorado Benefit Management System (CBMS) project using
a PowerPoint presentation (Attachment D).

Staff distributed a memorandum summarizing
the testimony given to the JBC by country representatives about CBMS at
the JBC meeting on January 7, 2020 (Attachment E).



Mr. Wilson stated that the project went live in August 26, 2019, and provided
an update on the project, including challenges post go-live.  

Ms. Powell discussed the issues with
counties experiencing a backlog of applications within CBMS.

Mr. Wilson, Ms. Powell, and Ms. Klueckman
responded to questions from the committee about application backlog, timeliness
of approving applications, utilizing the old system, outstanding help desk
tickets, original design problems, the timeline to improve design issues,
interoporability, continued work with counties, staff training, making
sure people are getting the services they need, and if Colorado Digital
Services is being used to help with the project.



Representative Singer asked for an additional CBMS update at the next JTC
meeting.



Presentation from the Statewide Internet Portal Authority (SIPA) - Vote to draft bill.

Jack Arrowsmith, Executive Director of
the Statewide Internet Portal Authoirty (SIPA) presented on the work of
SIPA and provided numerous handouts to the committee (Attachment F).  SIPA
is a self-funded government entity that manages the official statewide
portal, colorado.gov.



Catherine Kunst, Chief Operating Officer at SIPA, continued the presentation
with information on Colorado Interactive and the state portal.

Bill Hobbs, Director of Special Projects
at SIPA, discussed a bill draft distributed to the committee (Attachment
G).  This bill draft would amend the definition of "state agency"
in Section 24-37.7-101, C.R.S.
