Overview of Agenda and FY 2020-21 Budget Request Cycle - Committee Discussion Only

Luisa Altmann, Legislative Council Staff, gave an overview
of the meeting agenda (Attachment A) and the FY 2020-21 budget request
cycle.  Ms. Altmann also discussed the funds available within the
Capital Construction Fund and the Information Technology Capital Account
(Attachment B).

Lauren Larson, State Budget Director in
the Office of State Planning and Budgeting (OSPB), presented the FY 2020-21
Information Technology (IT) Capital Overview using a PowerPoint presentation
(Attachment C).  Ms. Larson distributed a handout to the committee
(Attachment D) and discussed the funding available for IT Capital projects,
the budget navigator website, and OSPB's funding priorities for this fiscal
year.

at OSPB, provided an overview of the OSPB FY 2020-21 budget request cycle.

Mr. Henderson and Director Larson responded
to questions from the committee about budget definitions, the budget navigator
website, the saved funds from FY 2019-20, and how the state savings were
calculated.

Tony Gherardini, Director of Operations
and Cabinet Affairs in the Governor's Office, and Heather Valasquez, Governor's
Office, continued the presentation and discussed the creation of the IT
Steering Committee, the progress of the Colorado Digital Services (CDS)
Program, and agile procurement.

Mr. Gherardini responded to questions from
the committee about CDS implementation and new hires.

Lauren Gilliland, Lead Finance Anaylst
at the Colorado Department of Higher Education (CDHE) and Jason Schrock,
Cheif Financial Officer at CDHE, presented on the prioritization of the
FY 2020-21 budget requests for institutions of higher education and the
CDHE criteria used to prioritize these projects (Attachment E).

the committee about the budget request scores and distributed the CCHE
FY 2020-21 budget request rankings (Attachment F).



Adams State, Fort Lewis, and Western - Committee Discussion Only

Dr. Tom Stritikus, President of Fort Lewis
College (FLC) provided an overview of the FY 2020-21 budget request: Digital
Transformation Initative submitted by Adams State University (ASU), FLC,
and Western Colorado University (WCU).

The three intitutions are requesting
$8.9 million of Capital Construction Funds (CCF) and $90,825 in cash funds
spending authority for phase one of a two-phase project to modernize the
institutions' Enterprise Resource Planning and SIS systems.

Chad Robinson, WCU, Kevin Daniel, ASU,
and Matthew McGlamery FLC, continued presenting the budget request to the
committee using a PowerPoint presentation (Attachment G).  

Mr. Daniel responded to questions from
the committee about vendor selection on similar projects in other states.

Mr. Daniel, Mr. Robinson, and Mr. McGlamery
responded to questions from the committee about the project cost, vendor
selection, the procurement process, and the institutions' collaboration
for this project.

Joe Garcia, the Chancellor of the Colorado
Community College System (CCCS), gave an overview of the FY 2020-21 CCCS
budget requests.



Colorado Northwestern Community College - Committee Discussion Only

James Caldwell, Vice President of Business
and Administration at Colorado Northwestern Community College (CNCC), and
Fred Byers, IT Director at CNCC, gave an overview of CNCC's FY 2020-21
budget request: Computer and Network Upgrades.

CNCC is requesting $812,172 of CCF to
upgrade the existing bandwidth for all of the college's classrooms, labs,
and administrative buildings.

Mr. Beyers, Mr. Caldwell, and Keith Dahl,
Cheif Technology Officer at CCCS, responded to questions from the committee
about the timeline of replacing passive optical fibers, the wireless connection
issues on campus, the current core achitecture, and contracting services
for this project.  



Community College of Denver - Committee Discussion Only

Dr. Everette Freeman, President of the
Community College of Denver (CCD), gave an overview of CCD's FY 2020-21
budget request: Classroom and Conference Room Technology.

CCD is requesting $2.2 million of CCF
and $144,192 in cash funds spending authority to replace, update, and standardize
the technology in the college's classroooms and conference rooms.

Dr. Freeman responded to questions from
the committee about joint efforts between the institutions on the Auraria
campus, students leaving CCD to attend other schools, communications with
private Denver technology companies, and the affordability of higher education
in Colorado.

Chris Arcarese, IT Director of CCD, also
responded to the question about the IT connections between the institutions
on the Auraria campus



Community College of Aurora - Committee Discussion Only

George "Skip" Noe, Vice President
of Administration and Cheif Financial Officer at the Community College
of Aurora (CCA) and Sam Thomas, Director of IT at CCA, gave an overview
of CCA's FY 2020-21 budget request: Improving Student Access to Technology.

CCA is requesting $475,061 of CCF and
$52,784 in cash funds spending authority to upgrade server hardware and
wireless infrastructure on campus.

Mr. Thomas responded to questions from
the committee about concurrent enrollment at the institution and the public
internet connection on campus.



Otero Junior College - Committee Discussion Only

L. Patrick Malott, Vice President of Administrative
Services at Otero Junior College (OJC), gave an overview of OJC's FY 2020-21
budget request: Technology and Communications Upgrades.

OJC is requesting $597,750 of CCF and
$125,000 in cash funds spending authority for the second phase of a two-phase
project to replace and upgrade equipment in the college's library, computer
labs, and classrooms.



Trinidad State Junior College - Committee Discussion Only

Lorrie Velasquez, Vice President of Administrative
Servies at Trinidad State Junior College (TSJC), and Ira Williamson, Computer
Technician II at TSJC,  gave an overview of TSJC's FY 2020-21 budget
request: Technology Infrastrucutre.

TSJC is requesting
$636,846 of CCF for phase one of a two-phase project to improve TSJC's
instructional and academic support activities.

Mr. Williamson and Ms. Velasquez responded
to questions from the committee about the project's back-up system, collaborations
with other institutions in the area, Office 365 usage in all CCCS, and
prioritizations of the project.

The committee came back to order and Bret
Naber, Chief Information Officer at the University of Northern Colorado
(UNC), gave an overview of UNC's FY 2020-21 budget request: Secure Cyber
Network and distributed a handout to the committee (Attachment H).

UNC is requesting $1.3 million of CCF
and $13,879 in cash funds spending authority to implement a new core network
architecture.

Mr. Naber responded to questions from the
committee about security breaches, security vulnerabilities in Colorado's
higher education system, UNC's student technology fee, and the Governor's
Office of Information Technology (OIT) security report.



Metropolitan State University - Committee Discussion Only

Dr. Janine Davidson, President of Metropolitan
State University-Denver (MSU-Denver), and Kevin Taylor, Chief Information
Officer at MSU-Denver, gave an overview of MSU-Denver's FY 2020-21 budget
request:  IT Infrastructure.

MSU-Denver is requesting $3.3 million
of CCF and $370,000 in cash funds spending authority for the first phase
of a two-phase project to modernize its network infrstrcuture and address
deferred maintenance on current IT infrastructure.

Keysha Macias, a student at MSU-Denver,
spoke about her time as a student.

Mr. Taylor responded to questions to the
committee about IT network failure incidents, leasing equipment, the October
23, 2019, outage on campus, bulk purchasing, and economies of scale.

He also answered committee questions
about Auraria campus infrastructure and shared wifi, the student technology
fee, and cost-savings expected for this project.

Karl Spiecker, Vice President for Finance
and Administration at Colorado State University-Pueblo (CSU-Pueblo), and
Doug Summer, Telecommunications Specialist at CSU-Pueblo, presented on
CSU-Pueblo's FY 2020-21 budget request: Communications System Upgrade using
a PowerPoint presentation (Attachment I).

CSU-Pueblo is requesting $2.1 million
of CCF to replace the campus telephone system.

Patrick Burns, Chief Information Officer
at Colorado State University- Fort Collins (CSU), provided an overview
of CSU's FY 2020-21 budget request: Network Refresh and Upgrade using a
PowerPoint presentataion (Attachment J).

CSU is requesting $545,000 of CCF and
$200,000 in cash funds spending authority for phase one of a three-phase
project to to upgrade out-of-date networking hardware.

Department of Natural Resources, Parks and Wildlife - Committee Discussion Only

Lauren Truitt, Assistant Director of Information
and Education in the Department of Natural Resources (DNR) presented on
DNR's FY 2020-21 budget request: Colorado Parks and Wildlife (CPW) Website
Redesign.

DNR is requesting $924,000 in cash funds
spending authority to redesign the current CPW website and migrate it onto
a new platform.

Ms. Truitt responded to questions from
the committee about current website traffic, whether or not these visitors
are in-state residents versus out-of-state residents, when the website
was last updated, and the use of agile project management for this project.
