Ms. Jean Billingsley, Legislative Council Staff, came to the table to discuss draft committee legislation LLS 17-0199 (Attachment A). The committee also received a copy of a letter from the Joint Budget Committee (Attachment B) and a handout, prepared by Legislative Council Staff (Attachment C). Ms. Billingsley highlighted the current IT procurement process and how the bill affects this process. She answered several committee questions.

Ms. Nicole Myers, Office of Legislative Legal Services, came to the table answer committee questions regarding LLS 17-0199. She noted the definition of "major IT project" as defined in the bill and distributed a handout to the committee (Attachment D). Committee discussion on contracting, appropriations, and the procurement process for major IT projects ensued.

Mr. Erick Scheminske, representing the Governor's Office of State Planning and Budgeting, came to the table to discuss LLS 17-0199.
