01:38 PM -- Prioritization of FY 2016-17 IT Capital Budget Requests
Representative Tyler began the discussion regarding the prioritization of FY 2016-17 IT capital budget requests. Discussion ensued regarding the categorization of cash funded and state funded projects.
Ms. Jessika Shipley, Legislative Council Staff, came to the table to discuss projection prioritization and the Capital Development Committee's budget process.

Committee discussion ensued regarding how to prioritize budget requests. The committee determined that it will review cash funded and state funded projects separately. The committee discussed how it would determine its prioritization by critical need, security, and other criteria.
Ms. Shipley returned to the table to note that the committee can recommend funding for specific parts of a budget request. Committee discussion ensued.

Senator Newell, Representative Tyler, Representative Singer, Senator Tate, and Senator Martinez Humenik outlined their prioritization of FY 2016-17 IT capital budget requests.
The committee requested more information regarding several higher education budget requests. The committee asked staff to collect further information from higher education institutions regarding criticality and security needs, cost benefit analyses of the projects, and technology fees.

02:24 PM -- IT Procurement
Senator Tate gave the committee an update on a state IT procurement working group. He highlighted the group's conversations regarding attaching value to IT projects before procurement instead of matching budget requests to bids after appropriation. He highlighted the IT procurement processes in several other states. In response to committee questions, Senator Tate indicated that the committee should be proactive, either through legislation or other means, on IT procurement issues.

Representative Tyler noted upcoming issues regarding public data, the Colorado Information Marketplace, and an enterprise data bus. Representative Thurlow discussed a bill addressing similar issues, House Bill 16-1014.
