Representative Lee, chair, welcomed the committee and audience members. Representative Hamner described the goals of the Joint Committee meetings and the problems with school finance in Colorado. Representative Rankin thanked the legislators for participating in the meeting and spoke about school finance in Colorado. He described three statewide crises in public education.

Craig Harper, Joint Budget Committee Staff, described handouts to the committee (Attachments A-D) and spoke about Colorado's school finance system. Mr. Harper responded to questions from the committee. Todd Herreid, Legislative Council Staff, responded to questions from the committee. Mr. Harper continued his presentation and discussed factor funding. He described funding in Clear Creek, Denver, Mesa Valley, Hinsdale, and Weld Pawnee school districts. Mr. Harper responded to questions from the committee, then continued his presentation. He described mill levy overrides throughout the state and responded to additional questions from the committee.

Todd Herreid, Legislative Council Staff, spoke about the total available funding for public education. He described statewide averages of total school district funding per pupil and the sources of revenue. Mr. Herreid responded to questions from the committee.
