President Garcia,
Chair, called the meeting to orde and reviewed the meeting agenda.  Majority
Leader Fenberg discussed the proposed session plan pursuant to Joint Rule
44, and reviewed the plan for the first week of the legislative session
after convening on January 13, 2021.  The committee spoke about bill
deadlines, early bills, and possible changes to Joint Rule 44,

The committee discussed
Joint Rule 44 as it currently stands, what changes to the rule may be necessary,
and whether changes to other house, senate, and joint rules are necessary.
 Committee discussion ensued.

The committee discussed
the impact of Joint Rule 44 on the rules of each chamber.  Sharon
Eubanks, Director, Office of Legislative Legal Services, came to the table
to answer questions from the committee.
02:35:37 PM  
The committee discussed
whether a revision of Joint Rule 44 would suspend Senate Rule 1.  Director
Eubanks continued to answer questions from the committee.
02:42:55 PM  
The committee continued
to discuss proposed changes to Joint Rule 44.  Director Eubanks continued
to answer questions from the committee.  The committee discussed a
change to Joint Rule 44 pertaining to the authority of the Chief Clerk
of the House and Secretary of the Senate.



Safety Protocols - Committee Discussion Only

The committee discussed
the updated safety protocols for the General Assembly, which can be found
as Attachment A.  The committee discussed protocols for ensuring safe
operations during the upcoming session.



Joint Committees of Reference SMART Act Hearings - Committee Discussion Only

Elizabeth Burger,
Deputy Director, Legislative Council Staff, came to the table to speak
about the State Measurement for Accountable, Responsive, and Transparent
(SMART Act) hearings.  The committee discussed whether to allow remote
participation by members and presenters from departments during the SMART
Act hearings, and what to do about the statutory deadlines for conducting
the hearings.  A copy of bill LLS No. 21-0706 was distributed to the
committee for review (Attachment B).  Committee members made comments
about whether to conduct the SMART Act hearings using a fully remote or
hybrid model and the interplay of remote versus in-person public testimony.

Ms. Burger answered
questions from the committee.  Director Eubanks came back to the table
to answer questions from the committee. Committee discussion on the details
of the draft bill and the proposed SMART Act hearing schedule continued.



Public Remote Participation - Committee Discussion Only

Director Mullis came
back to the table to discuss remote participation by the public during
the legislative session. She distributed a document summarizing several
remote public testimony in committees of reference scenarios (Attachment
C).  Director Mullis outlined the different options for remote participation
and the associated costs of each, and answered questions from the committee.
 Committee discussion ensued about the various options and timing.



Letter from the Executive Committee Regarding Staff, Aide, and Intern Pay - Committee Discussion Only

The committee discussed
a draft letter regarding staff, aide, and intern pay, which can be found
as Attachment D.  Committee members made comments about the letter.
