Speaker Becker called the meeting to order.  She outlined
a plan for when the legislative session would resume, which would include
having Legisaltive Council Staff and the Office of State Planning and Budgeting
present an updated economic forecast on May 12, 2020, and then resuming
the legislative session around May 18, 2020.  She discussed the need
to maintain flexiblility with the identified dates.

Minority Leader Holbert discussed the number of days that
are remaining in the 2020 legislative session.

Julie Pelegrin, Deputy Director of the Office of Legislative
Legal Services (OLLS), answered questions about how many days remain in
the legislative session.  The committee discussed resuming the legislative
session.

Remote Meetings - Committee Discussion Only

Majority Leader Garnett discussed the potential for remote
legislative proceedings.

Sharon Eubanks, Director of OLLS, answered questions regarding
the potential for conducting remote legislative proceedings.  A copy
of an OLLS memorandum concerning conducting legislative business remotely
during a declared disaster emergency was distributed to the committee (Attachment
A).  Committee discussion about the potential for conducting remote
legislative proceedings ensued.

Ms. Eubanks continued to answer questions about the ability
for committees of reference to meet even if the General Assembly does not
convene on a particular day.  Committee discussion about conducting
remote legislative proceedings ensued.  Ms. Eubanks answered questions
about the House and Senate Rules.

Natalie Mullis, Director of Legislative Council Staff, answered
questions from the committee about the technological aspects of conducting
remote legislative proceedings.  She answered questions about maintianing
a list of potential changes to Joint Rule 44 to address in the future.

for when the General Assembly reconvenes.  The committee discussed
involving the Secretary of the Senate and Chief Clerk of the House in discussions
regarding safety protocols.

Speaker Becker made introductory comments regarding the legislative budget.

Ms. Mullis discussed possible reductions to the legislative
budget.  She reviewed information contained in a memorandum that was
prepared by the Legislative Management Team and distributed to the committee
(Attachment B).  Ms. Mullis answered questions from the committee
about potential reductions to the legislative budget.



Suspension of Interim Committees - Committee Discussion Only

Speaker Becker made introductory comments about the possible suspension of interim committees during the 2020 legislative interim.

Elizabeth Burger, Deputy Director of Legislative Council
Staff, presented information regarding 2020 Interim Committees and activities.
 She referenced a memorandum regarding the topic that was distributed
to the committee (Attachment C).  The committee discussed drafting
legislation to suspend interim committees during the 2020 interim.  Speaker
Becker stated that the Legislative Emergency Preparedness, Response, and
Recovery Committee should continue to meet during the 2020 legislative
interim.  The committee directed OLLS to draft legislation to suspend
interim committee activies during the 2020 session.  The committee
agreed to have the Majority and Minority Leaders be the prime co-sponsors
of the bill, with the Speaker and President as co-sponsors.



Per Diem - Committee Discussion Only

Speaker Becker made introductory comments regarding legislators' per diems.

Ms. Eubanks discussed legisaltors' per diems.  She referenced
a memorandum on the topic that was distributed to the committee (Attachment
D).  The committee asked OLLS staff to update the memorandum.  The
committee discussed the topic of legislators' per diems.  Ms. Eubanks
answered questions from the committee.



Census Differential Privacy Letter - Committee Discussion Only

Speaker Becker made introductory comments regarding the U.S.
Census presentation.  Due to technical difficulties the presentation
was paused until later in the meeting.

The committee deterimined that the bill concerning the suspension
of  interim committees during the 2020 legislative interim would begin
in the Senate. Ms. Mullis answered questions from the committee about legislators'
per diems.  She also discussed payments for legislative aides.

The committee continued discussion of Joint Rule 44.



Census Differential Privacy Letter - Committee Discussion Only

Michael Hawes, Senior Advisor, U.S. Census Bureau, made a presentation to the committee on differential privacy.  He referenced a handout that was distributed to the committee (Attachment E).  Mr. Hawes answered questions from the committee.  Speaker Becker made comments regarding sending a letter to the U.S. Census Bureau concerning differential privacy.  She referenced a draft letter on the topic (Attachment F).

Elizabeth Garner, State Demographer, Department of Local
Affairs, answered questions from the committee.  The committee was
provided a handout on differential privacy from the State Demography Office
(Attachment G).

The committee members agreed to send a letter to the U.S.
Census Bureau concerning differential privacy.

The committee continued to discuss Joint Rule 44.  Ms.
Eubanks answered questions from the committee about Joint Rule 44 and counting
legislative days once the legislative session resumes.
