The committee was
called to order. A quorum was present. Daphne Gervais, Director of Legislative
Affairs, Department of Natural Resources, presented the Russell Lakes State
Wildlife Area Davey Property Fee Title Acquisition property transaction
proposal. A CDC staff write-up on the project is included as Attachment
A. Ms. Gervais responded to questions regarding water rights associated
with the property, and the scope of the fee title acquisition. Rick Basagoitia,
Area Wildlife Manager for Colorado Parks and Wildlife (CPW), provided additional
input on these questions.

Ms. Gervais next
presented the James M. Robb Colorado River State Park Conservation and
Trail Easement Acquisition. A CDC staff write-up on the project is included
as Attachment B. Ms. Gervais provided an overview of the proposal.  Ms.
Gervais responded to questions regarding the scope of the proposal.  Pete
Firmin, CPW Area Wildlife Manager, and Kimberly Rogers, CPW Real Estate
Section Manager, provided input on the extent of the easement to be acquired.

Motion Recommend support for the acquisition of a conservation and trail easement connecting portions of the James M. Robb Colorado River State Park ($550,000 CF for 5.19 acres).

University of Colorado Two Year Cash Request - Committee Discussion Only

Chris Ewing, Vice
Chancellor for Infrastructure and Sustainability, Todd Haggerty, Vice Chancellor
and Chief Financial Officer, and Kori Donaldson, Assistant Vice President
for Budget, Planning, and Capital, University of Colorado (CU), presented
an amendment to CU Boulder's two-year list of cash need for the East Campus
Solar Array project. A CDC staff write-up on the project is included as
Attachment C and a CU handout is included as Attachment D. Mr. Ewing provided
an overview of the project. Mr. Ewing responded to questions regarding
the energy savings to be realized from the project. Mr. Haggerty responded
to questions regarding overall energy usage at CU Boulder, and the university's
sustainability goals.

Consideration of Recommendations from the Capitol Building Advisory Committee - Recommend support for two projects

Rick Lee, Director,
Division of Capital Assets, Department of Personnel and Administration
(DPA), Susan Miner, Capitol Complex Architect, Planner, & Manager DPA,
and Randy Giseburt, AIA, Consultant, presented two proposals from the Capitol
Building Advisory Committee (CBAC).  Mr. Lee first introduced a proposal
to preserve historic elements associated with a project to remodel office
areas in the basement of the Capitol.  Committee members received
a letter from CBAC supporting the proposal (Attachment E).  Mr. Giseburt
provided details on the project and historic preservation efforts.  Mr.
Giseburt responded to questions regarding the scope of the basement project,
and its purpose.  Mr. Giseburt responded to further questions regarding
the amenities to be included in the remodeled office space, and what the
space is used for currently.

Mr. Lee briefed the
committee on some landscaping being undertaken around the Capitol Complex
by DPA. Committee members received a letter from CBAC supporting the proposal
(Attachment F). He also briefed the committee on a project to improve security
at the Capitol. Mr. Lee responded to questions regarding the tunnels to
be improved under the security project, and other elements of the project.
 Discussion returned to the landscaping project, including aesthetics
and maintenance.
