A quorum was present. Steve Schwartz, Vice President for Finance and Administration, and Mark Gutt, Director of Planning, Design, and Construction, Fort Lewis College, presented requests to waive the six-month encumbrance deadline for three controlled maintenance projects. Mr. Schwartz first presented the Modernize Elevators, Noble Hall and Concert Hall. Committee members received a written description of the request, prepared by Legislative Council Staff (Attachment A). He then explained the Replace Lighting, Whalen Gymnasium and Replace Fire Alarm Equipment, Multiple Buildings project, and discussed the reasons why they were not encumbered under deadline. Ms. Forbes discussed some changes from the previous submission by the Office of State Planning and Budgeting. Matt Bishop, Legislative Council Staff, provided input on the removal of a Department of Higher Education certificates of participation payment from the project list.
