Consideration of Request to Waive Six-month Encumbrance Deadline, Fort Lewis College - Three Waivers Approved

The meeting was called
to order. A quorum was present. Steve Schwartz, Vice President
for Finance and Administration, and Mark Gutt, Director of Planning, Design,
and Construction, Fort Lewis College, presented requests to waive the six-month
encumbrance deadline for three controlled maintenance projects. Mr. Schwartz
first presented the Modernize Elevators, Noble Hall and Concert Hall. Committee
members received a written description of the request, prepared by Legislative
Council Staff (Attachment A). He then explained the Replace Lighting,
Whalen Gymnasium and Replace Fire Alarm Equipment, Multiple Buildings project,
and discussed the reasons why they were not encumbered under deadline.

Mr. Schwartz responded to questions regarding the Modernize Elevators, Noble Hall and Concert Hall project. Mr. Gutt responded to questions regarding the type of lighting to be used in the Replace Lighting, Whalen Gymnasium project.

Nina Forbes, Legislative
Council Staff, provided an update on the FY 2024-25 capital requests, as
reflected in a revised project list (Attachment D). Ms. Forbes discussed
some changes from the previous submission by the Office of State Planning
and Budgeting. Matt Bishop, Legislative Council Staff, provided input on
the removal of a Department of Higher Education certificates of participation
payment from the project list. Discussion ensued on this point, and the
amount of money available for FY 2024-25 projects.
