Andrew Rauch, Director of Institutional Finance for the Department of Higher Education, briefed the committee on the capital project prioritization process undertaken by the Colorado Commission on Higher Education (CCHE). Mr. Rauch responded to questions regarding the input of faculty, staff, and students in the CCHE prioritization process, and what effect the number of times a particular project has been requested has on the project's ranking in the CCHE prioritization process. Mr. Rauch responded to questions regarding the impact of a given institution's capital-related debt level on CCHE's capital prioritization process.
