The committee was called to order. A quorum was present. Committee discussion ensued on the prioritization of capital projects pursuant to Senate Bill 17-267.

Discussion continued on the potential to cost share for controlled maintenance projects and for the eligibility of higher education institutions on future controlled maintenance funding.

Henry Sobanet, Director, Governor's Office of State Planning and Budgeting (OSPB), came to the table to discuss the potential for capital construction funding pursuant to SB 17-267. Director Sobanet responded to committee questions regarding the process for issuing certificates of participation (COPs).

Director Sobanet responded to committee questions regarding the total amount of COPs to be issued pursuant to SB 17-267, the highest-need capital projects for state departments, and the potential for higher education institutions to match any new state funds with cash funds.
